The 360° ERDF Sardinia project is the first case in which the Managing Authority of the Sardinia Region's ROP ERDF has implemented an organisational consulting and management training intervention to support the management process of a programme co-financed with EU resources.

The Sardinia Region's experience in designing the 360° ERDF project and its implementation is an example of excellence to be repeated in other regions and for other funds. To present the results achieved, Lattanzio Communication participated in the organisation of important events during 2013.

The centrality of consultancy support

At the opening conference of the Festa dell'Europa 2013, entitled Sardinia in Europe 2020, towards a new governance model: Local Authorities and Cohesion Policies, held on 8 May 2013 at the Centro Servizi Losa - Loc. Nuraghe Losa, more than 140 people attended, including mayors, councillors, managers and officials of the local authorities responsible for the implementation of the ROP actions, representatives of the socio-economic partnership and associations of regional and local interest. During the speeches there was unanimous agreement on the centrality of consultancy support for the transfer of skills and the provision of tools for process management.

Towards 2014-2020 programmes

Instead, a smaller event, under the patronage of the European Commission Representation in Italy in Rome, called together regions and institutions on 13 November 2013, in the capital, at Spazio Europa, for a discussion on this successful example of innovation on the development of various implementation processes and support proposals in view of the next 2014-2020 programming period.

In this scenario, in fact, developing tools and models that strengthen the management skills for the expenditure of European funds through training and organisational consultancy is an important change in the implementation of development programmes. The experience that the Region of Sardinia has experimented thus becomes an opportunity for a debate on the experience of other regions and institutions on the relevance of the organisational dimension in improving overall effectiveness in implementing programmes using European funds.
